Euro-India SPIRIT

Euro-India SPIRIT [2009-2011], a Europe-driven initiative with strong Indian partners supporting the objectives of the call “ICT-2009.9.1: International co-operation support to Information Society policy dialogues and strengthening of international cooperation”, aims to engage the EU and Indian ICT stakeholders at a level where policy formulation pertaining to research can be aligned and supported to identify the priorities of key research stakeholders and constituencies. The outcome is to formulate a mutually-beneficial research and innovation agenda that can be taken up through specific bilateral initiatives.

Euro-India SPIRIT is submitted at a crucial time in the international co-operation arena and builds on the foundations and achievements of successful projects - EuroIndia2004 - MONSOON - ICT Cooperation Initiative (to get more information see The History of Euro-India SPIRIT).

Main Goals

The Euro-India SPIRIT Consortium, with complementary skills and experiences in international cooperation and bilateral cooperation with India, will engage the EU and Indian stakeholders from across enterprise, research, academia, government and civil society (including NGOs) to present and align ICT research priorities and develop a joint research agenda, contributing to enrich and support the research dimension of the EU-India ICT Policy Dialogue.

In more detail Euro-India SPIRIT seeks to:

  1. Analyse the research dimension of Indian ICT policy, encompassing ICT technologies and applications and user industry and domain implications
  2. Organise and probe stakeholders to identify medium to long term vision and perspectives and reveal complementarities with EU priorities, notably the i2010 strategy and objectives and updates
    Update, Assist and Enrich the Policy Dialogue process and meetings between the EU and India with periodic reports, surveys and position papers encompassing findings from policy research and stakeholder views dealing with common R&D perspectives, priorities, opportunities and challenges
  3. Organise synchronized stakeholder events and domain experts deliberations to enhance the profile and communicate the utility of the policy dialogue process
  4. Recommend future co-operation initiatives and identify matching counterpart funding to leverage Indian research capability and capacity and to engage in projects in common priority areas
  5. Develop synergies with activities underway in India covering Capacities, People and INCO-NET dimensions

Euro-India SPIRIT Consortium Composition

ERCIM is a European Economic Interest Grouping (EEIG), a network of centres of excellence with one member institute per each of the 20 European countries represented. The ERCIM Office has proven expertise in FP6 and FP7 project Management including workshops and conferences organisation and in results dissemination.


Infra Technologies is an international business consultancy with expertise in Euro-Indian & Franco-Indian projects, cross-cultural dialogue & networking targeting EU & Indian technology organizations and enterprises. Infra Technologies leads activities dedicated to Institutional Networking, Co-operation Strategy and Policy Dialogue.
